Restoring the Ministry of Internal Affairs, we’ll immediately solve several important problems. The distinct functions of the Ministry of Internal Affairs, and a new system of preparing personnel will be introduced. The Ministry of Internal Affairs, in fact, will become a body developing profile internal policy. Implementing democratic control towards power structures is one of the important principles of the countries being led by the parliamentary government model. We do not only make the structure more controllable through the creation of the Ministry of Internal Affairs, but also we will promote the increase of its transparent workstyle and accountability. This and other changes will result in a fact that on one hand we’ll make passing into the service in the system more attractive, and on the other hand – we’ll make more manageable the internal security environment of our state. On July 12, the Chair of the NA Standing Committee on Defense and Security Andranik Kocharyan said about this during the parliamentary hearings convened by the Committee on the topic ‘The Creation of the Ministry of Internal Affairs, the Importance of Civil Control.’

The Committee Chair noted that the police reforms occupy special place in the section of the reforms concerning the security sphere of the RA Government programmes for 2021-2026 with the priority of creation of the Ministry of Internal Affairs. In this context he underlined the creation of the Patrol Service, which already effectively operates in the capital and in some marzes.

According to Andranik Kocharyan, during the last years the institutional and functional peculiarities of the Ministry of Internal Affairs to be created were outlined as a result of joint work with the Police, the Ministry of Justice and the international structures. And the goal of the hearings is making the community to be a participant of those important reforms.

The Committee Chair thanked his colleagues of the international structures for supporting the elaboration of the legislative package.

The Minister of Justice Karen Andreasyan also highlighted the parliamentary hearings, underlining that the creation of the new ministry is very important for law enforcement system. “The concept which will be presented to you, is a new approach of fully new ministry, new concept, where the police will simply not be renamed, being named Ministry of Internal Affairs. The police, of course, will maintain its very important role, but the police will be the heart, the important part of the civil structure, civil government, political government, which will be the new Ministry of Internal Affairs,” he said. The Minister thanked the international experts, particularly the colleagues from the U.S. and the European Union and the representatives of the civil society.

Karen Andreasyan informed that within 10-day term on the basis of the proposals they design to review the legislative package, and in September submit it for debate in parliament.
